So I think 'as per the statement' is sometimes correct, and 'as per usual' is generally redundant, but it's a stock phrase so it's pretty normal sounding. All are ‘correct’ usage. "As per" is correct, but to be honest, just saying "as" works as well. I'm no English teacher, but "as per" is a little more formal. "As per the statement..."
