Is "Expert" knowledge higher than "Fluent"? Just as the title says :) I'm being asked about my language proficiency, and my choices are "Beginner, Intermediate, Fluent, Expert". I am assuming that Expert is better than Fluent because it's highest on the list, but I always thought "fluent" meant "basically native speaker".
