I would describe working knowledge as being able to take pre-written templates and make your own modifications. I would describe proficient as being able to write your own queries from scratch. Maybe not advanced queries, but able to write a query to answer a simple question like "what day of week has the most web traffic" or something like that.

I do not really understand what the term means and I am wondering what kind of tasks I would be expected to do with "working knowledge" of given software/language.
