I have the same pixelation effect in that place when shadows are set to the lowest. set texture quality to maximum, everything else to lowest they can be except shadows to second lowest. If you have a system capable, playing destiny 2 in 4k DSR is quite a visibility boost, tho it's quite the fps hit.

The shadows are sometimes grainy, the hair is very weird all the time (especially the horse's tail is kind of grainy and transparent on the edges). I had the same problem, i changed the API to vulkan after the latest update and the issue is gone. I had the hair and shadow issue, and the spazzing trees. All gone now.

Try clearing your game cache if you haven't already. This seem to fix most uncommon occurrence of such weird graphic bugs. Yesterday the game seemed fine and beautiful, today looks blurry all of the sudden with no graphic changes in the options. Ultra quality sampling and native res do little.

Even without DLSS the image is very bad and looks like it got a bad film grain filter. I have tried every setting in option to resolve the image quality but nothing fixes it.

It's a bit late, but I found the setting to solve the shadows problem, you need to ramp up the "Image quality" slider, 150% woks, still need to fine tune to see if 110% does the trick, but the problem is that slider.
